President Asif Ali Zardari held crucial national security consultations late Saturday, receiving a detailed briefing from Federal Interior Minister Senator Mohsin Naqvi and Khyber Pakhtunkhwa (KP) Governor Faisal Karim Kundi. The strategic huddle at Aiwan-e-Sadr focused extensively on the country’s overarching security matrix, with an urgent emphasis on the rapidly deteriorating law and order situation in the northwestern province.
According to the details of the meeting, the Interior Minister and the Governor apprised the President of the immediate challenges facing provincial security forces and the measures required to restore stability. The briefing underscored the federal government’s increasing concern over regional volatility and the need for coordinated efforts to ensure peace and protect citizens across the country.
The Threat of Governor’s Rule and Emergency Measures
The security briefing with Naqvi and Kundi unfolded against a backdrop of intense political and constitutional manoeuvring in the capital. Prior to this weekend’s meeting, Prime Minister Shehbaz Sharif also called on President Zardari at the Presidency to discuss the national political and security landscape.
Reports from national media outlets indicate that the central government is actively considering the imposition of a state of emergency or Governor’s rule in Khyber Pakhtunkhwa. Government ministers have publicly described the potential constitutional intervention as a “last resort” following exhausted backdoor discussions and dialogue efforts. The federal administration has expressed profound frustration over the provincial government’s handling of security, questioning the ongoing toll of terrorist casualties while pointing out the provincial leadership’s alleged failure to adequately share the burden of maintaining order.
To deliberate on these potential constitutional actions and the escalating security threat, it was agreed during the Prime Minister’s meeting with the President to convene separate, urgent sessions of the National Assembly and the Senate on Tuesday.
PTI Opposition and the Provincial Stance
The federal government’s contemplation of emergency measures is directly tied to ongoing political unrest driven by the Pakistan Tehreek-e-Insaf (PTI), which governs Khyber Pakhtunkhwa. The provincial government has been spearheading political protest movements that have severely heightened tensions between Peshawar and Islamabad.
The PTI has strongly opposed any move by the federal government to impose emergency measures or Governor’s rule, warning that such actions would severely exacerbate political tensions, spark public unrest, and deepen a sense of alienation within the province. The party leadership has repeatedly stressed that counter-terrorism policies must reflect the will of the provincial assembly and local parliamentary parties to ensure public trust and cooperation, rather than being dictated unilaterally by the centre.
Simultaneously, high-level political mediation efforts remain underway. Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman recently engaged directly with the Prime Minister at the PM House in an attempt to help reduce hostilities between the central and provincial governments before drastic constitutional measures are taken.
