The State Bank of Pakistan (SBP) on Friday authorized commercial banks to begin processing export requests from eligible domestic producers for 200,000 metric tonnes of sugar, enforcing strict payment, shipping, and weekly reporting controls. The central bank’s directive puts into motion the federal government’s recent trade clearance after the Economic Coordination Committee (ECC) of the Cabinet approved the 200,000-tonne overseas shipment window in September. Following the cabinet committee’s nod, the Ministry of National Food Security and Research (MNFSR) worked alongside the Pakistan Sugar Mills Association (PSMA) to finalize the operational framework governing the shipments.
Under the distribution formula, the 200,000-metric-tonne ceiling has been divided among 79 qualifying sugar mills across the provinces, with each producer’s individual export share calculated proportionally based on the volume of sugarcane crushed.
“The 200,000-metric-tonne export quota has been allocated across 79 sugar mills nationwide, with individual limits determined by each mill’s sugarcane crushing volume.”
To ensure strict foreign exchange realization and quota compliance, the SBP has instructed Authorised Dealers (commercial banks) to enforce the following operational guidelines:
- Quota Verification: Banks must process applications strictly in line with PSMA-allocated mill-wise quotas and verify that all requests for financial instruments match each miller’s approved ceiling.
- Strict Payment Terms: Overseas sales are restricted exclusively to advance payments or sight letters of credit (LCs).
- Maritime-Only Transit: All sugar consignments under this quota must be shipped exclusively via sea routes, barring overland export channels.
- Timely Proceeds Realization: While the central bank has not imposed a fixed cutoff date for physical shipments, exporters utilizing sight letters of credit must repatriate foreign exchange proceeds within the standard regulatory window prescribed by the SBP.
- Weekly Friday Reporting: Authorised Dealers are required to submit comprehensive transaction logs and shipment progress reports to the central bank in the designated format by 4:00 PM every Friday.
- Mandatory Due Diligence: Commercial lenders must conduct rigorous Know Your Customer (KYC) and compliance checks to verify the bona fides of both the exporting mills and the underlying international trade contracts.
“Sugar exports under the 200,000-tonne facility are restricted exclusively to sea routes and must be backed by either advance payments or sight letters of credit.”
