The Punjab government’s tax collection apparatus is confronting a systemic reporting failure, as the Punjab Revenue Authority (PRA) has issued a final ultimatum to all designated collecting agents following widespread non-compliance in the province’s taxable service sectors.
Large Taxpayers Commissionerate Commissioner Sajjad Ahmed formally issued the directive from the Finance Department’s Lahore headquarters on October 28, 2026, explicitly demanding the immediate submission of all outstanding “collecting agent statements” for the months of July, August, and September 2026. Agents have been granted a narrow compliance window expiring at 12:00 noon on October 29, 2026.
The regulatory standoff stems from “Notification No. PRA/Member Legal/816/26”, initially promulgated on July 2, 2026. This framework, enforced alongside “Section 14A of the Punjab Sales Tax on Services Act, 2012”, structurally mandates that all designated agents file transaction-wise particulars through the official PRA portal by the 10th day of each subsequent month.
These mandatory filings must detail the exact sales tax collected and transferred into “Government Treasury Head B-02385” in respect of specified taxable service sectors. However, official internal reviews have exposed a complete collapse in reporting adherence.
“Review of the PRA portal reveals that no designated collecting agent has submitted the requisite statements since the issuance of the aforesaid notification, resulting in continued non-compliance with the prescribed reporting requirements.”
The PRA has instructed that any “genuine technical impediment” preventing submission must be formally reported in writing to the Lahore office within the same timeframe, accompanied by verifiable supporting particulars.
Failure to execute these filings will trigger immediate, severe legal repercussions. Commissioner Ahmed warned that non-compliance beyond the stipulated deadline will invite unilateral penal proceedings under multiple statutory provisions, executed in accordance with the law and without further notice.
“Failure to comply within the stipulated time shall entail consideration of appropriate proceedings under the applicable provisions of the Act, including Section 14A(3), Sections 48 and 49, and Section 70, wherever attracted.”
The regulatory notice, officially designated as “MOST URGENT AND FINAL”, underscores the provincial finance department’s aggressive shift toward enforcing digital tax compliance and recovering undocumented service sector revenue streams.
